HOUSE COMMUNITY AND REGIONAL AFFAIRS STANDING COMMITTEE January 28, 1999 8:08 a.m. COMMITTEE CALENDAR ORGANIZATIONAL MEETING TAPE(S) 99-1, SIDES A & B 99-2, SIDES A & B CALL TO ORDER CO-CHAIRMAN HARRIS called the House Community and Regional Affairs Standing Committee meeting to order at 8:08 a.m. PRESENT Members present at the call to order were Representatives Halcro, Harris, Dyson, and Kookesh. Representatives Joule, Morgan, and Murkowski arrived at 8:17 a.m., 8:21 a.m., and 9:05 a.m. respectively. SUMMARY OF INFORMATION LAMAR COTTEN, Deputy Commissioner, Department of Community & Regional Affairs (DCRA), noted that the committee should have documents concerning revenues generated by rural communities from sales tax and raw fish tax, documents regarding the Power Cost Equalization Program (PCEP), and documents about Job Training Partnership Act (JTPA), State Training Employment Program(STEP) and Headstart. Mr. Cotten presented an overview of the development of the DCRA. Mr. Cotten reviewed the four divisions of the DCRA: the Division of Community & Rural Development, the Division of Municipal and Regional Assistance, the Division of Energy, and the Division of Administrative Services. Mr. Cotten answered questions. IKE WAITS, Chief of Planning, Division of Municipal & Regional Assistance, Department of Community & Regional Affairs, reviewed the functions of the Division of Municipal & Regional Assistance. He referred to Article X, Sections 12 and 14 which specify many the functions of the DCRA. Mr. Waits referred to information contained in the "Overview of the Department of Community & Regional Affairs" as well as information regarding the 1998 municipal sales tax, special tax and revenues which are included in the committee packet. Mr. Waits answered questions. YVONNE CHASE, Director, Division of Community and Regional Development, Department of Community & Regional Affairs, participated via teleconference. She discussed the Division of Community & Regional Development which consists of the following three areas: early childhood programs, job training programs, and Americorp. The committee packet contained information Ms. Chase provided regarding early childhood programs and job training. Ms. Chase answered questions. PERCY FRISBY, Director, Division of Energy, Department of Community & Regional Affairs, participated via teleconference. He discussed bulk fuel upgrades, rural power system upgrades and electrical emergencies, the alternative energy program, the loan program, and the power cost equalization program. Mr. Frisby answered questions. REDMOND HENDERSON, Director, Division of Administration Services, Department of Community & Regional Affairs, discussed the seven sections of the Division of Administration Services which include the following: personnel, fiscal, audit, budget, grant, property and procurement, and data and word processing. Mr. Henderson addressed the one-stop shopping effort. He answered questions. COMMITTEE ACTION The committee took no action.
